Liquor prices set to rise in TN as govt plans environmental and social welfare cess
Chennai, Aug 8 (IANS) Liquor prices in Tamil Nadu are set to increase after the state government moved to impose a new environmental and social welfare cess of up to Rs 20 on every bottle or container of alcoholic liquor sold for human consumption.
The proposal is contained in the Tamil Nadu Value Added Tax (Amendment) Bill, 2026, introduced in the Assembly by Commercial Taxes and Registration Minister D Logesh Tamilselvan.
The legislation seeks to generate dedicated funds for recycling liquor containers, ecological restoration, de-addiction programmes and welfare measures for families affected by alcohol dependency.
The Bill proposes inserting a new Section 3-A into the Tamil Nadu Value Added Tax Act, 2006, allowing the government to levy the cess in addition to the existing VAT on liquor. The cess can be fixed at a maximum of Rs 20 for each unit container.
The government will also have the power to determine or revise the amount through notifications depending on the type and quantity of liquor and the packaging in which it is sold.
The legislation gives a broad definition to a unit container, covering bottles, jars, flasks, pots, tins, cans and tetra packs. The provision is intended to bring the different forms of packaged alcoholic beverages sold across Tamil Nadu within the ambit of the levy.
The government has linked the measure to growing concerns over the environmental impact of discarded liquor bottles and other packaging material. Glass and plastic waste generated from liquor consumption has emerged as a pollution concern, particularly because discarded containers can also pose a threat to forests and wildlife.
Money raised through the cess will be earmarked for environmental and social welfare initiatives. These include recycling and safe disposal of liquor containers, rehabilitation and de-addiction programmes and livelihood assistance for families affected by alcohol addiction.
The proceeds can also be used for public awareness campaigns on the health and environmental consequences of alcohol consumption and for restoration of forests, ecological systems and wildlife habitats.
The government can subsequently specify additional environmental or social welfare purposes through rules. The Bill makes it clear that the cess collected from consumers will not be included in a liquor dealer’s taxable turnover.
The levy will come into effect from a date to be separately notified by the Tamil Nadu government after completion of the legislative process.
