Maha govt to introduce new law to regulate private coaching classes

Mumbai, July 7 (IANS) Amid rising complaints about private coaching classes, School Education Minister Dadaji Bhuse on Tuesday announced in the Legislative Council that the government will bring a law to regulate them in the state.

He informed that the draft of the bill is under preparation and that, after approval from the Law and Judiciary Department, it will be made public for suggestions, and the bill will be presented in the state legislature during the upcoming winter session.

Shiv Sena legislators Krupal Tumane and Manisha Kayande, through a calling attention motion, raised the issue of exploitation of students and parents by private coaching classes, including the use of misleading advertisements about success stories and results to lure students and parents. Other legislators, including Chitra Wagh and Niranjan Davkhare from the Bharatiya Janata Party (BJP), also participated in the discussion, and all legislators demanded a stringent law to regulate private coaching classes.

In his reply, Bhuse said the central government issued guidelines for private coaching classes in January 2024, and some states have introduced laws to regulate them. Maharashtra has also begun preparing the draft of the bill.

He said the department is preparing a draft of the ‘Private Coaching Classes (Registration and Regulation) Act, 2026’ to regulate private coaching classes in the state.

This proposed act will include provisions to regulate class timings, fee structure, mandatory infrastructure facilities, the prevention of misleading advertisements, the educational qualifications of teachers, and the establishment of a grievance redressal mechanism for students and parents.

Bhuse also said the department has received complaints about private coaching classes operating from schools and colleges and providing integrated services to students.

He announced that the government will not allow private coaching classes to operate from schools or colleges.

Meanwhile, under the state’s Class 11 Centralised Online Admission Process, the schedule for Special Round-2 dedicated to female students has been announced. The process for this round is set to begin on July 10. The Directorate of Secondary and Higher Secondary Education stated that this special round is being organised to provide an additional admission opportunity for female students, according to a government release.

For the academic year 2026-27, the online admission process for Class 11 is currently underway across 9,688 junior colleges in the state. Under Special Round-2, facilities for new student registration, application corrections, and option form completion will be available from July 10 to July 11.

Female students can submit a minimum of one and a maximum of ten junior college preferences. The seat allotment process for this round will be conducted on July 12, followed by the publication of the merit list on July 13. Students will be able to check their allotted junior colleges through their candidate login.

Eligible students must verify their documents and confirm their admissions at their respective junior colleges between July 13 and July 14. The subsequent schedule for the admission process following Special Round-2 will be released on July 14.

Meanwhile, all higher secondary schools and junior colleges across the state are scheduled to commence regular classes from July 15, 2026.

The Directorate of Education has appealed to students, parents, and junior colleges to complete all necessary procedures within the stipulated deadline, according to the announced schedule, the government release said.
