VP Radhakrishnan pays tribute to Ramakrishna Hegde on centenary

Bengaluru, Aug 29 (IANS) Vice President C.P. Radhakrishnan on Saturday paid tribute to former Karnataka Chief Minister and statesman Ramakrishna Hegde on his 100th birth anniversary at Vidhan Soudha, Bengaluru.

Addressing the gathering, Radhakrishnan described Hegde as a great statesman, nationalist and creator of leaders, saying Karnataka had emerged as a role model for governance under his leadership.

Recalling Hegde’s contribution to decentralisation, he highlighted the Karnataka Zilla Parishads, Taluk Panchayat Samitis, Mandal Panchayats and Nyaya Panchayats Act, 1985, which brought governance closer to the people. He noted that this vision was later strengthened through the 73rd Constitutional Amendment, giving constitutional status to Panchayati Raj Institutions.

Sharing a personal recollection, Radhakrishnan said Hegde had defined money simply as “a comfortable life with a good home, good health, good education and a good car.” He said the observation reflected Hegde’s simplicity and perspective on life.

The Vice President also recalled Hegde’s emphasis on accountability, noting his role in strengthening the Lokayukta in Karnataka. He underlined Hegde’s belief that strong States strengthen India, strong local governments strengthen States, and empowered citizens strengthen local government.

Describing Hegde as a builder of institutions and leaders, Radhakrishnan said: “Great leaders can transform a moment. Great institution‑builders transform generations.” He urged the younger generation to emulate Hegde’s integrity, courage and commitment to public service and uphold Rashtra Pratham—Nation First.

Inaugurating the centenary celebrations at the Vidhana Soudha Banquet Hall, Karnataka Chief Minister D.K. Shivakumar announced that the proposed medical college in Uttara Kannada district would be named after Hegde. He also said a ‘Ramakrishna Hegde Best Panchayat Award’ would be instituted annually on his birth anniversary and a major road in Shivarama Karanth Layout, Bengaluru, would be named after him.

Shivakumar described Hegde as a leader who created leaders rather than followers, noting that his Panchayati Raj reforms inspired the 73rd and 74th Constitutional Amendments. He said Hegde promoted value‑based politics and social justice beyond caste considerations and viewed power as an opportunity to serve people.

Recalling his early political days in Kanakapura, Shivakumar said Hegde and P.G.R. Sindhia had influenced his entry into politics. He added that Hegde had the stature to become Prime Minister, but circumstances prevented it, and pledged to continue his ideals of good governance, Panchayati Raj, development and public service.

The programme was attended by former Vice President M. Venkaiah Naidu, Union Minister Pralhad Joshi, former Chief Minister Siddaramaiah and other dignitaries, along with family members and friends of Ramakrishna Hegde.
