US Republicans account for nearly three-quarters of taxpayer-funded mail spending: Report

Washington, Aug 22 (IANS) Republican members of the US House of Representatives accounted for nearly three-quarters of spending on taxpayer-funded mail during the first quarter of 2026, according to an analysis of congressional expenditure records.

Republicans spent about $1.09 million on franked mail during the three-month period, compared with slightly more than $371,000 by Democrats.

Total House spending in the category reached approximately $1.47 million.

Franking privileges allow members of Congress to send official communications to constituents without paying postage from campaign or personal funds.

Such communications may include newsletters, notices about federal programmes, questionnaires and information about a lawmaker’s activities. They cannot be used for campaign purposes, and mass mailings are generally barred during the 60 days before an election in which the member is a candidate.

The five highest-spending Republican representatives collectively spent more on franked mail than all House Democrats combined during the first quarter, according to the analysis.

The average House member spent $3,383 during the period. Eleven lawmakers reported spending more than 10 times that amount, and nine of them were Republicans.

Republican Representative Jim Baird of Indiana led the House by a wide margin, reporting $125,603 in first-quarter franked-mail expenses.

His total was about 45 per cent higher than that of the next-biggest spender and represented more than 15 per cent of his office’s overall expenditure for the quarter.

Representative Randy Feenstra, a Republican from Iowa, ranked second with $86,739. Republican Representative David Schweikert of Arizona was third, reporting $83,808.

The expenditure gap continues a broader pattern in which House Republicans have consistently spent more than Democrats on franked mail.

Republicans have outspent Democrats in this category every year so far during the current decade, often by more than 50 per cent, according to LegiStorm’s review of House expenditure data.

The widest recent disparity appears to have occurred in 2025. Expenditure records reported so far show Republicans spent approximately $10.06 million on franked mail that year, compared with about $4.04 million by Democrats.

That placed Republican spending roughly 149 per cent above the Democratic total.

The figures do not by themselves establish whether particular communications complied with congressional restrictions or assess the content and effectiveness of the mailings. They show the amount charged by congressional offices to the official mail category.

Franking privileges date to the earliest years of the US Congress. Over time, lawmakers have imposed rules intended to distinguish official constituent communication from election campaigning and to disclose the public cost.

The House Communications Standards Commission regulates official communications sent by representatives, committees and other House offices. Materials using official resources are subject to content, disclosure and timing restrictions, including additional limitations around elections.
