‘Vision without execution is just speech’: Dy CM pitches Gujarat’s investment credentials

New Delhi, Aug 31 (IANS) Gujarat Deputy Chief Minister Harsh Sanghavi on Monday said the state’s ability to combine long-term vision with swift execution had been central to its economic growth, while inviting domestic and international investors to participate in the Vibrant Gujarat Global Summit (VGGS) 2027.

Speaking at the summit’s curtain-raiser at Bharat Mandapam in New Delhi, Sanghavi said Gujarat had built its investment environment around mutual trust between the government and industry.

He said the government, working as ‘Team Gujarat’, sought to understand the requirements of businesses, support their ideas and create new opportunities.

“Vision without execution is just a speech, and execution without vision is just a rush of activity. Gujarat has set an example for the nation by combining a clear vision with swift and effective execution,” Sanghavi said.

He cited the expansion of Gujarat’s economy as an indicator of the state’s economic transformation.

According to figures presented by him, the state’s economy, which was around Rs 1.42 lakh crore in 2002-03, has grown to approximately Rs 27 lakh crore.

Sanghavi said Gujarat accounts for 5 per cent of India’s population and 6 per cent of its geographical area, while contributing 8.2 per cent of the country’s GDP and around 18 per cent of its total manufacturing output.

“Gujarat had attracted USD 74.6 billion in foreign direct investment, and its ports handled more than 40 per cent of India’s total cargo,” he said.

He also sought to reassure prospective investors about the state’s record of fulfilling its commitments.

“Every rupee invested in Gujarat is secure and assured of appropriate returns,” he said, adding that the government had honoured every incentive commitment made over the past 25 years.

Sanghavi said the state government was also working to improve the speed and transparency of administrative clearances.

The Industries Department, he said, had increased its daily processing of incentive files from 160 to 395.

The target is to raise this further to 500 files a day. The Deputy Chief Minister invited investors and entrepreneurs from India and abroad to become partners in Gujarat’s next phase of growth through VGGS-2027.

He said the state’s evolution from traditional industries to newer sectors, including semiconductors and port-led development, reflected the confidence built over 25 years.

The curtain-raiser was attended by senior state and Central government officials, industry leaders and investors ahead of the main summit in January 2027.
