CM Samrat Choudhary highlights industrial growth, anti-trafficking measures at Patna conference

Patna, Aug 8 (IANS) Bihar Chief Minister Samrat Choudhary on Saturday inaugurated the Eastern Zonal Conference-cum-Consultation on Missing Children and Human Trafficking at Gyan Bhawan in Patna.

The conference, organised by the Bihar Home Department, focused on the recovery of missing children, prevention of human trafficking, rehabilitation of victims and strengthening coordination among states.

The Chief Minister inaugurated the conference by lighting the ceremonial lamp and said the state government was adopting a zero-tolerance approach towards human trafficking.

He stressed that effective prevention, timely rescue and proper rehabilitation of victims must remain the government’s priorities.

Addressing the gathering, Samrat Choudhary linked employment generation and skill development with efforts to prevent human trafficking.

He said the arrival of industries in Bihar would create more employment opportunities, strengthen the state’s economy and help reduce migration.

Referring to the recent signing of MoUs worth more than Rs 51,000 crore with steel industry groups, the Chief Minister said Bihar had significant potential for large-scale industrial investment in the coming years.

Samrat Choudhary said the government’s objective was to create an environment in which people could find employment and better opportunities in their own state rather than being compelled to migrate elsewhere.

He emphasised that Bihar has a large pool of talented people working across the country and abroad and said this talent must be connected with quality education, skill development, employment and entrepreneurial opportunities within the state.

On human trafficking, the Chief Minister said the government was strengthening measures covering awareness, prevention, rescue and rehabilitation under the ‘Naya Savera 3.0’ campaign.

He said victims should not merely receive immediate relief after being rescued but should also be provided with skills, employment opportunities and the means to live an independent and dignified life.

Samrat Choudhary said the state government would work in coordination with other states, police forces, district administrations, the judiciary and social organisations to combat trafficking effectively and protect children and other vulnerable sections of society.

He also highlighted the significant participation of women in the Bihar Police and the establishment of Special Juvenile Police Units in the state.

The Chief Minister said Bihar has implemented a real-time monitoring system for cases involving missing children and other missing persons to ensure time-bound action.

According to him, more than 1,200 missing children have been recovered through these efforts.

Samrat Choudhary also highlighted the government’s Sahyog Shivirs, which are aimed at resolving public grievances within 30 days.

More than 6 lakh applications have reportedly been received through the initiative, with over 5.50 lakh cases already resolved.

He said responsibility has been fixed on officials to ensure accountability in grievance redressal.

In cases where citizens remain dissatisfied or fail to receive justice at the administrative level, the Chief Minister personally hears such matters on the second Tuesday of every month.

During the most recent State-level Sahyog Programme, 129 applications were presented before him, of which cases relating to 100 applicants were resolved, he said.

The Chief Minister stressed that the government’s objective was not simply to close complaints but to ensure genuine justice for those seeking help.

Samrat Choudhary also outlined the government’s broader development agenda, saying that permanent solutions were being explored for recurring challenges such as floods in North Bihar.

He said significant work had been undertaken in water management and irrigation and that irrigation facilities were being expanded.

He further said plans were being considered to improve the management of water resources by interlinking major rivers, including the Ganga, Gandak (Narayani) and Kosi, as part of efforts to address the state’s long-term flood and irrigation challenges.

The Chief Minister said industrial development, employment generation, skill development and effective social protection would together play an important role in building a stronger and more self-reliant Bihar.
